GUIDELINES FOR A BUCKTHORN PULL ON CITY OF EDEN PRAIRIE PARKLAND
Removal of buckthorn from City land may be done if it is part of an authorized
buckthorn removal program. This will require a written permit from
the Manager of Parks and Natural Resources. The guidelines that are
used by the City of Eden Prairie in approving or denying a formal request
from a service group, non-profit organization, or organized neighborhood
group for buckthorn removal in city-owned parks, conservation areas
or other city-owned properties are listed below.

MEMBERS
The City of Eden Prairie requires youth volunteers who are participating
in school, church, scout or other youth group buckthorn pulls (including
those that are being assisted by Friends of Birch Island Woods) to sign
and get a single parent/guardian to sign the City's "Release and
Waiver of Liability" form. The signed waiver forms must be submitted
to the City prior to the pull. A form for duplication can be obtained
via email or letter from the EP Parks Manager (see below).
Permit guidelines that will be used in determining whether or not a
permit will be issued include:
- The request for buckthorn removal from city land must be made for
an entire parcel. If the parcel is extremely large (over 10 acres) a
smaller portion may be considered as a viable project.
- The timing of the removal permit must coincide with the optimum timing
recommended for buckthorn control programs. Usually September to November.
- The removal area is for city owned property. (Note: Private, Homeowner
Association, County, State, etc. lands will not be included).
- The property lines and vegetation to be removed will be clearly defined
and marked.
- The removal work will be supervised by City staff.
A stacking location(s) will be designated where buckthorn should be piled.
Use of herbicides on city property will be subject to permit conditions.
